RISE Leaks

Investigative Journalism Relies on Sources. Your information can make a real impact if you pass it on to our journalists. If you have tips that could change the system or even save a life, we want to hear from you.

Contact us if you have information or documents about possible fraud, corruption and abuse of power, money-laundering schemes, scams, or environmental disasters.

The first step is getting to use one of our secure and anonymous channels to share information with RISE Moldova.

SecureDrop

Your confidentiality and safety are very important for us. Therefore, we have deployed a secure and anonymous platform: SecureDrop. You need to download and install the Tor browser before accessing this system.

Once you are done, click to enter this address: 6lhmirnluwmvjw4z.onion

Read the official user guide SecureDrop before sending us anything.

CAUTION:
SecureDrop is the only genuinely anonymous method to send us materials. With SecureDrop, we have no access to any information that could identify you (unless it is included in the documents you submit), and your service provider has no way of determining that you contacted us. Email, Signal, WhatsApp, and other communication tools do not offer the same level of anonymity and security.

Regular mail

A simple physical letter is, too, a good method to send us records and evidence. The location of our office:

RISE Moldova

Office 3, 44/1 Armeneasca Str.,

Chisinau, Republic of Moldova, MD-2012

CAUTION:
Regular mail will be a safe way to communicate, especially if you can deliver a letter directly to our address without using postal shipping services. You may also want to consider omitting a return address on the envelope. However, if you are concerned about anonymity and sensitivity of your files, please contact us through SecureDrop.

Signal

We accept messages and calls via Signal, which provides secure messaging services, fully encrypted messages, and voice calls. The app can be downloaded here. You may contact us using the following numbers:

+373 68 889 740

CAUTION:
Although it is much more secure than an encrypted email, Signal may still expose who is communicating with whom. If you are truly concerned about anonymity, please get in touch with us via SecureDrop!

Encrypted email

You may send us an encrypted email to the following addresses:

iuriesanduta.rise@gmail.com

PGP/GPG key: E1EF 6789 0D70 A28F DCEF 6E2A 4F96 B189 069F 921A

PGP/GPG key: 8328 513A F596 E620 2B6E 0989 6A7B 53C3 F950 61EF

CAUTION:
Encrypting an email message neither protects the subject line nor hides the fact that you have sent us an email. If you are truly concerned about anonymity, please get in touch with us via SecureDrop!

Depending on your particular situation, sending sensitive information could put you at risk. It is essential to be cautious when considering such a step. Please keep the following in mind:

  1. Do not call from your usual mobile phone or landline. Regular phone calls can be tapped and are deemed insecure.
  2. Emails are also insecure and can be intercepted. Do not send sensitive information or files from your work email or from any email address associated with you.
  3. When sending sensitive information or files, do not use your home or office internet connection. Preferably, use a public Wi-Fi hotspot (park, café, restaurant, etc.) that you do not normally use.
  4. Internet searches (Google, Bing, Yahoo, etc.) leave traces behind. Do not search from your personal or work computers for things like “how to leak documents.”
